BUG-0010248: Counter Tags may skip numbers.

OVERVIEW

Counter Tags may sometimes skip certain numbers during count. Example: 1, 2, 3, 3, 5 (it remained in #3 for two seconds, skipping #4).

HOW CAN I REPRODUCE THIS PROBLEM?

1. Create a Counter Tag.
2. Add a Display to a Screen and link it to Counter Tag’s Value property.
3. Watch for oscillations in count (example: 1, 2, 3, 6, 7) until Preset property’s value.
