No; all products from Elipse will run only in a Windows environment.
Since Wine does not execute all resources from Windows (it only allows executing a few programs especially developed for Windows), you will not be able to run Elipse E3 in it.
If you want to access E3 Viewer from SO Linux, it is recommended that you use software like VNC (Virtual Network Computing) or Terminal Server. In such cases, E3 Viewer will run in the machine where SO Windows is; however, with the previously mentioned programs, both data visualization and its action in the system will happen as if E3 Viewer were running locally.
